A substitute commissioner of the government prohibited from leaving the country

Following a decision by the Chief Prosecutor of Port-au-Prince, Mr. Edler Guillaume, the former government substitute commissioner, Lucnas Étienne, has been banned from leaving the national territory until further notice.

This measure comes after the controversial dismissal of Mr. Étienne for releasing the defendant Bonnet Vanol without a court decision. The case of Bonnet Vanol, a defendant whose release was granted without any judicial decision, also raises questions about the independence of the judicial system in Haiti.

Human rights defenders and civil society actors are calling for stricter measures to prevent such abuses of power in the future.”
