Dr. Carl François: transforming OFATMA into a model of modernity and efficiency

Since assuming the role of Director General of the Office of Insurance for Work-Related Accidents, Illness, and Maternity (OFATMA), Dr. Carl François has brought a fresh dynamism to this key pillar of Haiti’s social protection system. Combining strategic vision with managerial rigor, he has led significant structural reforms, strengthening OFATMA’s image and efficiency.
One of the notable achievements of his tenure is the relocation to an ultra-modern headquarters situated in Tabarre on Boulevard 15 Octobre. This 5,000-square-meter facility symbolizes renewal, offering state-of-the-art infrastructure for centralized and efficient management. Beyond creating an optimal work environment for staff, this new headquarters significantly enhances the quality of services provided to insured individuals.
In terms of affiliations, the results have been equally impressive. Under Dr. François’ leadership, OFATMA has expanded its reach, now encompassing 514 private companies and all public institutions. This growth is further reflected in the increasing participation in the Health and Maternity Insurance Program, with 128 new private sector companies joining the initiative.
Current statistics highlight the impact of these reforms: 105,421 insured individuals from the public sector, along with 180,039 dependents, and 50,589 insured individuals from the private sector, with an additional 26,055 indirect beneficiaries. These numbers represent a steady progression in the coverage of eligible populations.
Another significant aspect of this administration has been the financial stabilization of the institution. Between March 2022 and March 2023, OFATMA successfully cleared debts amounting to 535,867,836.37 gourdes—a major milestone that reinforces its solvency and capacity to invest in essential projects.
On the healthcare front, Dr. François oversaw the inauguration of the North-West University Hospital Center, a cutting-edge facility designed to meet the needs of the local population. Simultaneously, he initiated the rehabilitation of the OFATMA Hospital in Cité Militaire, enhancing access to quality healthcare services for the insured population.
