RHAJAC Calls for the Resignation of Prime Minister Alix Didier Fils-Aimé Over Opaque Contracts Scandal

We, members of the Haitian Network of Anti-Corruption Journalists (RHAJAC), call for the resignation of Alix Didier Fils-Aimé for the survival of the Nation and the preservation of national sovereignty, due to his lack of credibility in restoring security and organizing elections following new scandals involving opaque contracts.

It is never too early to say no in order to prevent the worst.The Haitian Network of Anti-Corruption Journalists (RHAJAC) recalls that it has already repeatedly denounced the allocation of several billions of gourdes to individuals close to those in power through subsidies and opaque contracts granted to international firms under conditions that undermine the sovereignty of the Haitian State.

The revelations made public on March 5, 2026, by the Fondasyon Je Klere (FJKL), confirming the existence of contracts described as “leonine”, involving several billions of dollars and transferring sovereign functions of the State to foreign companies, further reinforce the serious concerns raised for months by our network.According to RHAJAC, these practices demonstrate the clear inability of de facto Prime Minister Alix Didier Fils-Aimé to fulfill the fundamental responsibilities of the State, particularly restoring security and organizing elections, after delegating strategic missions—security, prisons, customs, and border control—to foreign private firms, while millions of young people remain trapped in unemployment.

RHAJAC also recalls that during the 2015 elections, Alix Didier Fils-Aimé was a candidate for the Senate in the West Department under the Vérité platform, alongside Professor Jacky Lumarque, who had been excluded from the presidential race on June 19, 2015, by the Provisional Electoral Council (CEP) for failing to obtain a discharge regarding his management of the Working Group on Education and Training (GTEF).

This case illustrates a suspicion of conflict of interest: three subsidies of 50 million gourdes each, totaling 150 million gourdes (more than one million US dollars), were granted to Jacky Lumarque.Given the seriousness of these facts and the accumulation of decisions that jeopardize the interests of the Nation, RHAJAC demands the immediate resignation of Alix Didier Fils-Aimé, believing that his departure would pave the way for independent investigations, particularly by the Anti-Corruption Unit (ULCC), into these contracts and the motivations of their signatories.
